Bureau of Customs X-ray Operators Association, Inc (BOCXOA) President Renato D. Palgan has recently been elected new board of director of the Bureau of Customs Employees Association, Port of Manila / Office of the Commissioner Chapter, in the just concluded chapter election held at the Social Hall on June 19, 2008. Others elected as board of directors included Raul Compuesto of Enforcement and Security Service, Dennis Florencio, Remedios Princesa, Ahmad Sakilan, Marife Dangilan, and Jonathan Reyes, all of Formal Entry Division, as well as Edsel Galorport of Pier Inspection Division.
Palgan is the Field Officer of the Port of Manila X-ray Field Office and the concurrent Radiation Safety Officer of the Bureau of Customs. He was one of the founding members of BOCXOA in 2002 and served as its Secretary-General for four consecutive terms before ascending to the Presidency in 2006. He was re-elected BOCXOA President twice, the first ever to assume such post in its history. He was also a member of the Special Study team in 1996 which was formed by then Commissioner Parayno for the purpose of drafting the organizational and operational structure of the proposed Custom Scanning Career Service. In 1997, when the Interim Scanning Unit was organized, he transferred from the CIIS to the newly created unit as its Administrative Officer and, from then on, moved to various ports and assumed different responsibilities of the x-ray unit. In 2003, he wrote a study entitled, “The Applicability of Non-Intrusive Container Inspection by the Customs Scanning Unit”, that became one of the basis in the acquisition of container x-ray machines and last year, he was one of the authors that crafted the Customs Radiation Safety Manual which is the requirement by the Department of Health for issuing a license to operate the newly acquired x-ray machines by the Bureau of Customs.
All throughout his stint as X-ray Inspector and Administrative Officer in the Scanning Unit and, as Field Officer in various X-ray Field Offices in the X-ray Inspection Project, Palgan has been able to reap a total of nine commendations and citations for his exemplary performance in different apprehensions of prohibited and regulated items, such as guns, drugs and jewelry. He also attended enrichment trainings and seminars relevant to x-ray inspection, like Safety in the Use of Nuclear Equipment and Devices at Philippine Nuclear Research Institute, Training Course for Radiation Safety Officers of Industrial X-ray Facility at the Department of Health, 12th National Convention for Radiation Protection in Cebu City, National Training Course on Radiation Detection Equipment for Frontline Officers, Training Program on Rapiscan 500 Series, X-ray Scanning techniques Seminar, THSCAN MT1213LT Mobile Container/Vehicle Inspection System Training in China, THSCAN MB1215HL Relocatable Container/Vehicle Inspection System Training in China, THSCAN MT1213LT Container/Vehicle Inspection System Maintenance Training in China, International Conference on Illicit Nuclear trafficking in United Kingdom, Advance Detection Equipment Training in India, and X-ray Image Analysis Workshop in Australia.
Mr.Palgan graduated a Bachelor of Arts Degree at the University of the Philippines in Diliman, Quezon City as Iskolar ng Bayan Scholarship Program grantee and obtained his Masters in Industrial Relations and Masters in Public Administration from the same school as Local Scholarship Program grantee of the Civil Service Commission and the Bureau of Customs. He was a cadet at the Philippine Military Academy, Class 1988.
